Dear Mr. Anand & All,

Although it is not explicitly mentioned in IS : 13920 -1993. the contribution of concrete for shear resistance cannot be taken in the potential plastic hinge zone. Thus for the zone which is defined as special confining zone near the joints, shear resistance should not be considered. Although while designing stirrups in the middle zone, one can deduct shear contribution of concrete for designing stirrups.

You can go through the book by Mr.Paulay and Priestley for more details. I hope the code would clearly address this in the next revision.
