年代ince IS 1893 is silent on Seismic Evaluation and Seismic Retrofitting of Existing Buildings , can we use some other Industry Respected Manuals/Guidelines for this like:

In USA we use the following documents for Strength Evaluation of Existing Structures:
I have used these two documents in USA for Existing Buildings projects.

ASCE 31-03: Seismic Evaluation of Existing Buildings.
年代EI/ASCE 41-06 Seismic Rehabilitation Of Existing Buildings.

年代ince people live in these old Existing Buildings , this becomes a big issue of PUBLIC SAFETY. We all know and also AMC (Ahmadabad) and GSDMA knows that this need to be done as soon as possible. People lives are involved and to say that we are helpless because IS 1893 does cover Existing Buildings is not right in my opinion. We need to use above listed manuals/publications or other similar documents and protect people in an Seismic Event. Ahmadabad in Zone III and
suffered major damages in terms of public lives and building damages during Bhuj Earthquake of 2001.

Dear Mr. Pandya,
I was never against any individual / organization deciding to carry
out strengthening
of their existing structures
They could follow any procedure that is deemed fit by them.
However, there is a catch here - what level of earthquake hazard has
to be decided
At present BIS is the official agency and they would not specify
earthquake proof specification but only earthquake resistant design
(with some undefined degree of damage)

You would probably agree that Delhi is more (if not atleast equally)
hazardous as compared to Ahmedabad, It is the seat of politically and
financially powerful persons and they must be equally worried like
you. For example, the offices and residences of seats of power may
demand so.

Who would bell the cat to specify nearly earthquake proof structures -
even where such decisions are made by some experts in case of NPP's /
Dams to name a few, there will be a lot critics who would cry (shout)
that it is insufficient and say it should not be built.
年代ome such examples of dispute are Tehri Dam / Kundankulam NPP

I feel it is necessary to read the story of Koyna Dam to understand
the real side of the problem. I will post my version of that story
very shortly

Private individuals who want to spend money to live in a fortress are
always free to do so
However, I am against spending public money in regions other than
North East India
to start this strengthening activity

Dear Prof. Arc,
Thanks for post dated 15th May 2013. I was away from town so could not reply earlier. I agree with you that Indian Cities in North East region need immediate attention as far as Seismic Strengthening of Existing Buildings ( Not designed or poorly design for IS 1893) is concerned.

I want to make a point that people live in buildings which are not safe for a Earthquake of the magnitude of Bhuj earthquake of 2001. There may be thousand of such Structures in
many cities of say Gujarat.These cities are in Zone III not in Zone IV and Zone V like citiesin North East India.We have Govt. institutions like NDMA and GSDMA.Why not these agencies issue guidelines/manuals and require the owners of these UNSAFE BUILDINGS to strengthen them for Earthquake. We all know that if a similar earthquake event like BHUJ 2001 hits again, many people even in Zone III will die. Many buildings will collapse. Point is"On preparedness of Indian Cities for Earthquakes like Bhuj" .
Most of this strengthening will be done by PRIVATE MONEY . All Govt. has to do is to make sure that seismic strengthening is done for all Unsafe Buildings.

Dear Sefian's,

Need for Evaluation, Repair and Rehabilitation of Concrete Building in India can not be overstated. Relatively new buildings not designed per code or Existing old Buildings, both need to be looked at. On this subject here is the latest ACI 562-13 from ACI.Just recently
MUMBAI MUNICIPAL CORP./Maharastra Govt. has required existing old structures be audited and have Structural Stability Certificate issued for each one of them. Big job considering the size of Mumbai City.

年代ee also SEFI posts on Maharastra Govt. requirements on"Structural auditors to be held accountable if building collapses ".

I think guidelines of ACI 562-13 will be veryuseful to Structural Engineers working on these projects.

CODE REQUIREMENTS FOR EVALUATION, REPAIR, AND REHABILITATION OF CONCRETE BUILDINGS (aci 562-13) AND COMMENTARY

Thenew ACI 562 code provides standard requirements for evaluating existing concrete buildings and then the subsequent structural repair, rehabilitation,and strengthening of those buildings. This code provides rules for a preliminary evaluation that determines the �design basis code��that is, if the building can be repaired based on the ACI 318 version used in the original design, or if the repair needs to comply with the current ACI 318. The code provides rules for determining strength of in-place material, performing structural analysis, designing repairs for strength and durability,requirements for stability and shoring of construction, and inspection and testing of repairs. Commentary provides application guidance as well as references for additional information.

年代ee the commitment of a city (Christ Church, New Zealand) for Public-Safety. See the amount of money this city is spending so people can live in this city ( a High Seismic Zone City) with less fear to die in case of a similar Seismic Event of Feb. 2011. Any Indian agency like Ahmedabad Municipal Corp, (AMC), NDMA, GSDMA think that PUBLIC-SAFETY in an Earthquake comes cheap, they should think again after reading this article. If we are not going to do what Christchurch city is doing, we are telling people in Delhi, Ahmedabad and other Indian cities, WE ARE NOT SURE IF YOU PEOPLE will survive if another Seismic Event like 2001 Bhuj happens.We do not have money for Seismic Retrofit of Unsafe Buildings. Or we are telling people , ALL EXISTING BUILDINGS IN DELHI, AHMEDABAD AND OTHER CITIES DO NOT NEED ANY SEISMIC RETOFIT. YOU ARE LIVING IN SEISMIC SAFE BUILDINGS. This is 25th April 2018 and San Francisco , CA , USA is still not doing retrofit of old concrete building ( Seismic Retrofit ) . San Francisco is in the Highest Seismic Zone in USA .

Bay Area falling behind on quake safety despite booming tech economy :

Concrete repair code requirements released
American Concrete Institute offers guidance on assessment, repair, rehab of existing concrete structures.

美国混凝土协会(ACI)发布了ACI 562-19 Code Requirements for Assessment, Repair, and Rehabilitation of Existing Concrete Structures and Commentary.

The code was written to be integrated into building codes for increased confidence that repairs are performed in a manner that provides an acceptable level of protection for the public, according to an ACI new release.

The code was developed to integrate with the International Code Council�s International Existing Building Code or to be adopted as a stand-alone code.

�ACI 562-19 provides owners confidence that their repair projects will be designed to a common standard, engineers a uniform set of requirements specific to existing concrete structures, building officials a basis upon which to evaluate design and construction, and contractors clarification of responsibilities,� says Michael L. Tholen, ACI managing director, engineering and professional development.

Key changes to the 2019 version of the code include:
� Improved integration with ACI 318 Building Code Requirements for Structural Concrete
� Improved integration with the ICC International Existing Building Code
� More context provided regarding durability
� Improved text and commentary related to load combinations during fire events
� Improved text and commentary related to applicability of ACI 562
� Simplified requirements for the basis of design report
� Clarification of requirements related to detailing of existing reinforcing steel.


A much needed ACI document to do it thoroughly and right .
